Abstract
Post-disaster literature revealed a tension between institutional and individual narratives, particularly in the case of 1995 Great Hanshin Earthquake. Depicting personal trauma as well as individuals' coping strategies, post-1995 literature not only served as a historical record that reminded people not to forget the catastrophe but also provided practical lessons to policymakers in order for them to improve future disaster relief targeting at common people.
